The Weeping Angels are Timelords.

Full Summary

This theory claims that the Weeping Angels are actually Timelords. The explanation of when and how varies. Some say they are evolved Timelords, some say they are Timelords who have fallen into disgrace, and others say that they are dead Timelords. [1] Note: The following analysis will focus on the second version of the theory, which is the most popular. The other two will be dealt with as sub-theories.

4 In "The Five Doctors" the Timelords turn the character Borosa into a statue to grant him immortality, and at the same time two statues come to life, seemingly released from the same bondage [1] [11].
